China’s Steel Industry Reset: Cutting Output to Tackle Overcapacity and Emissions

China’s Steel Supremacy Faces Reset: From Mass Output to Smart, Green Growth

China is the world’s steel giant, producing more than half of the world’s crude steel. In 2023 alone, the country produced 1,019.1 million tonnes, or about 54% of global output. This makes China far larger than the next biggest producers—India with around 140 million tonnes, Japan with 87 million tonnes, and the United States with 80 million tonnes. In fact, China’s steel production is so high that it is greater than the combined output of most other countries.

China’s steel production reached its peak in 2020 at 1.065 billion tonnes, but it has since slowed and settled at around 1 billion tonnes a year. However, the country’s steelmaking capacity has continued to rise, touching 1.17 billion tonnes in 2023. Yet, the utilization rate has dropped from 90% in 2021 to about 87% in 2023, showing that factories are producing below their full capacity. This imbalance highlights a key challenge—overcapacity.

New Government Plan for 2025–2026

To address this, Chinese authorities have announced a new plan for 2025–2026. The strategy focuses on reducing output, shutting down outdated plants, and encouraging advanced and greener production methods. While the plan does not set fixed production cut targets, industry estimates suggest that output in 2025 will fall below 980 million tonnes. This would mean at least 25 million tonnes less than in 2024, when production was about 1.005 billion tonnes.

The plan has been prepared by several key government bodies, including the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment. It aims for “precise regulation,” meaning that plants will be treated differently depending on their efficiency and environmental impact. High-tech and cleaner facilities will be supported, while outdated, polluting plants will face closures. The government also expects the overall value of the steel sector to grow by around 4% annually, even as production volume falls.

Signs of Decline Already Visible

Between January and July 2025, China produced 594.47 million tonnes of steel, a 3.1% drop year-on-year. That equals 19 million tonnes less than the same period in 2024. Interestingly, the decline was not as steep as some early predictions, which suggested a possible cut of 50 million tonnes. This shows that while reductions are happening, they are being carried out in a gradual and controlled way.

Outlook: From Volume to Value

China’s steel industry is clearly entering a new phase. The focus is no longer just on producing more but on producing better. With “categorized management,” factories will be ranked based on their performance, and only efficient, low-emission plants will thrive.

The Chinese Iron and Steel Association (CISA) has also urged companies to self-regulate production and avoid aggressive output increases that could hurt global prices.

By cutting back on volume and investing in cleaner, smarter production, China is signalling that its future steel growth will be about quality, efficiency, and sustainability—not just scale.
